Best Valentine's Day present ever! Pictures have surfaced from the infamous Capital Hill Halloween party where head of U.S. Immigration and Customs Enforcement Julie Myers posed with and awarded a white man dressed in black face, dreadlocks and a prison uniform "most original costume."
